Apostille
Latvia: an apostille is required
One apostille stamp obtained in Russia is enough. No consulate is involved. The treaty on legal assistance with Latvia has been denounced: the Saeima passed the law on 18 January 2024 and the treaty ceased to be in force on 12 August 2024, so an apostille under the Hague Convention is now required.
