Notary fees by region

A notary's charge has two parts: the federal tariff is the same across Russia, while the regional tariff is approved for the year by each regional notarial chamber in its own decision. We have collected those decisions in one table, each with a link to its source and the date we checked it.

How the charge is made up

Since 1 October 2023 the charge for a notarial act has been a single notarial tariff: a federal part plus a regional part (Federal Law No. 338-FZ of 24 July 2023). The former charge for legal and technical services (UPTKh) has been removed from the law, though the name is still in everyday use.

The regional tariff is set every year by the regional notarial chamber, within the limits the Federal Notarial Chamber calculates under the formula set by the Ministry of Justice, which is tied to the subsistence minimum in that region.

Federal tariff

The federal part is the same in every region: its amount is set by the Tax Code and by the Fundamentals of the Legislation on the Notariat.
