For the UAE you need consular legalisation: the document goes through the Ministry of Justice, the Russian Ministry of Foreign Affairs and the consulate.

Which document are you taking to the UAE?
Choose the document and the region of issue: the chain of steps appears at once.
The UAE is not party to the Hague Convention, so full consular legalisation is required: a notarised translation → the Russian Ministry of Justice and Ministry of Foreign Affairs → the consular section of the Embassy of the UAE (applications are received through BLS International).
An apostille in its usual form does not work for the UAE: this is a separate legalisation procedure.
