UAE: consular legalisation is required
A chain of three authorities: the Ministry of Justice, the Russian Ministry of Foreign Affairs and the destination country’s consulate. The UAE is not party to the Hague Convention, so full consular legalisation is required: a notarised translation → the Russian Ministry of Justice and Ministry of Foreign Affairs → the consular section of the Embassy of the UAE (applications are received through BLS International).
