Power of attorney
A notarial document delegating authority; the apostille is affixed by the Ministry of Justice office of the region where the certifying notary works.
There is no formal link to the principal's region of residence: since the notary can be chosen anywhere, so in effect can the region of the apostille.
Abroad a power of attorney is certified by a Russian consulate. The wording matters more than anything else: a general authority ‘to represent interests’ is refused at the counter when the task is to collect duplicate civil status documents.
