Russian documents are apostilled in Russia. Within the United States, a state document is apostilled by that state’s Secretary of State, and a federal document by the Office of Authentications of the Department of State.
There is no official institution of sworn translators: a translation with the translator's certificate (a certified translation) is usually enough.
