Federal Register of Educational Documents
The federal register of diplomas and school certificates, used to verify that a document was in fact issued by the institution named.
Educational institutions are required to enter details of the diplomas and certificates they issue into the register, which is maintained by Rosobrnadzor.
Verification through the register is what allows an education authority to apostille a diploma without writing to the university. Where a document predates the register, the authority sends an enquiry and the time can stretch to 45 working days.
