Check the power of attorney before you apply
The stamp is only affixed to an original of the established form and in good condition. A laminated document, a Soviet-era form or one with corrections will not be apostilled: you need a duplicate first.
Under the treaty no legalisation is required
The 1962 treaty between the USSR and Yugoslavia on legal assistance, which Montenegro succeeded to is in force between Russia and Montenegro: formally the document must be accepted without a stamp. In practice institutions in Montenegro ask for an apostille, and an apostille is always accepted. The route is therefore built with one; if the receiving institution confirms in writing that no stamp is needed, the apostille step can be skipped.

Have the apostille affixed to the original
The apostille on the power of attorney is affixed by the territorial body of the Ministry of Justice of the region where the notary who certified the document or the copy works. The state fee is paid in advance and the receipt is attached to the application.
The territorial body of the Ministry of Justice of the region where the notary who certified the document or the copy worksThere is no formal link to the region where the document was issued: the apostille is affixed by the Ministry of Justice office of the region where the notary who certified the document or the copy works. Since the notary certifying a copy can be chosen anywhere, in practice you choose the region yourself.

Have the document translated into Montenegrin and notarised
The translation is bound to the document and the translator's signature is certified by a Russian notary. Such a translation is accepted in Montenegro.
Have it done for you
A CDEK courier collects the document anywhere in Russia and returns it with the apostille or legalisation. You pay step by step once a manager has confirmed the scope and the price.
