Laminated document
A civil status certificate sealed in plastic film: it cannot be apostilled and a notarised copy cannot be made from it either. A duplicate on an ordinary form is needed.
Laminating certificates was common in Russia in the 1990s and early 2000s. For apostilling it creates two problems at once: the stamp cannot be affixed to the film, and the authority cannot verify the form and the seal beneath it.
Removing the film almost always damages the document, and a damaged document is refused as well. Obtaining a duplicate is faster and cheaper.
