Consular Department, Ministry of Foreign Affairs
The division of the Ministry of Foreign Affairs that confirms the signature of the Ministry of Justice official before the document goes to a foreign consulate.
This is the penultimate stage of consular legalisation. Submission is in Moscow and the state fee is RUB 350 per document, with a processing time of six to eight working days depending on how the document is submitted.
The department does not deal with apostilles: for countries party to the Hague Convention this stage does not exist at all.
