Check the power of attorney before you apply
The stamp is only affixed to an original of the established form and in good condition. A laminated document, a Soviet-era form or one with corrections will not be apostilled: you need a duplicate first.

Have the apostille affixed to the original
The apostille on the power of attorney is affixed by Главное управление Минюста России по Ростовской области (апостиль). The state fee is paid in advance and the receipt is attached to the application.

There is no formal link to the region where the document was issued: the apostille is affixed by the Ministry of Justice office of the region where the notary who certified the document or the copy works. Since the notary certifying a copy can be chosen anywhere, in practice you choose the region yourself.
